Every year thousands of tourists visit some of Cyprus' most spectacular natural attractions, including Blue Lagoon, the Akamas Peninsula, Avakas Gorge, Lara Beach and Adonis Baths. Unfortunately, many visitors believe that the only consequence of driving a standard rental car off-road is a penalty from the rental company.
That is not entirely true. There are three separate layers of responsibility, and many tourists are aware of only one of them. Understanding all three can save you thousands of euros — and, more importantly, help keep you safe.
01 Your Rental Agreement
Most reputable rental companies clearly prohibit driving standard passenger cars on unpaved or off-road tracks. This restriction exists for good reason. Once a vehicle leaves roads approved by the rental company, the customer usually becomes fully responsible for any damage resulting from that journey. This is a contractual obligation between you and the rental company.
02 Your Insurance
This is the second level of risk — and the one many tourists underestimate. Whether your policy is called Third Party Insurance, Collision Damage Waiver (CDW), Full Insurance or Zero Excess, almost every rental agreement contains one important condition:
Driving off authorised paved roads may immediately invalidate your insurance cover. If your vehicle is damaged after leaving the approved road network, the repair costs may become entirely your responsibility.
03 Cyprus Law
This is the part many tourists have never heard about. The restrictions are not imposed only by rental companies — they also exist under Cyprus legislation.
The Cyprus Forest Law 25(I)/2012 gives the authorities the power to regulate or prohibit access to protected State Forest areas where unrestricted entry could threaten the forest or biodiversity. Article 44 specifically allows the Minister to restrict access to designated protected areas, and a breach of such restrictions may constitute a criminal offence.
According to the law, a person convicted of violating these restrictions may face:
- a fine of up to €5,000;
- imprisonment for up to one year;
- or both, depending on the circumstances.

These are state penalties, completely separate from your rental agreement or insurance policy.
04 Does This Mean Every Tourist Will Be Fined?
No. Based on our experience, enforcement is currently relatively limited — the Forestry Department cannot monitor every road in protected areas at all times. As a result, many visitors mistakenly assume that the rules do not exist. They do.
The fact that enforcement may be limited today does not reduce the legal risk. Governments regularly increase enforcement when additional inspectors are appointed, environmental protection becomes a higher priority, protected areas receive greater funding, or serious accidents occur. The legal framework already exists, even if enforcement varies.
05 Why We Take Such a Strict Position
Some customers ask us: "Why are you stricter than some other rental companies?" The answer is simple — our policy is based on customer safety, not on collecting penalties. Over the years we have seen vehicles become stuck in deep sand, slide on loose gravel, overheat their braking systems, suffer serious suspension damage and require expensive recovery operations.
More importantly, Cyprus has experienced several serious and even fatal accidents on routes leading to Akamas and Blue Lagoon over the past years. That is why we believe prevention is always better than dealing with the consequences.

06 Please Tell Us Where You Plan to Go
One of the best pieces of advice we can give is this: never hide your travel plans from your rental company. Think of us as your local travel partner — not as someone trying to restrict your holiday. If you tell us where you would like to go, we can usually recommend:
- a safer route;
- a suitable vehicle;
- an organised 4×4 excursion;
- a licensed buggy tour;
- a boat trip to Blue Lagoon;
- or another beautiful location with significantly lower risk.
In almost every case, there is a safer alternative.
07 Why We Prefer Honest Communication
Some visitors worry that if they mention their plans, the rental company will simply refuse. That is not how responsible companies work. Our goal is not to stop you enjoying Cyprus — it is to help you enjoy it safely.
After more than 5,000 successful rentals, we have learned that customers who openly discuss their itinerary almost never encounter serious problems. Most difficulties arise only when travellers try to bypass the rental agreement or assume that no one will notice — and modern rental vehicles are commonly equipped with GPS tracking, making such assumptions unrealistic.
