The honest answer is: it depends on the rental company. Cyprus has no single industry-wide standard for vehicle cleaning before return. Read the rental agreement carefully, and if anything is unclear, ask before signing.
Some companies do not require customers to wash vehicles, accept normal dirt, and include routine cleaning in their operating costs. Others may impose cleaning fees, administrative fees or contractual penalties — depending on the company and circumstances, these can range from €20 to €50 or more. Never assume that all companies follow the same policy.

The cost is not limited to cleaning itself: a company may also incur loss of rental income, vehicle downtime, transport and administrative expenses — and, depending on the agreement, charge the detailing cost, a penalty, compensation for loss of use, or a combination.
There is one rule that is virtually universal throughout Cyprus: do not smoke inside the rental vehicle. This includes cigarettes, cigars, heated tobacco products, and in some companies electronic cigarettes and vaping devices.
Smoke odours remain inside the vehicle for a long time, subsequent customers frequently complain, and vehicles used for smoking almost always require professional detailing. Depending on the agreement, the company may charge a fixed smoking penalty, the cost of detailing, compensation for downtime, or all of the above — professional smoke removal can easily cost €150–€200 or more.
The general rule is simple: if a normal car wash can solve the problem, there is usually no issue. If professional detailing is required, there may be financial consequences.
