One of the questions tourists ask most often is: "Why are the penalties for driving off-road in Cyprus so expensive?"
Many visitors believe rental companies impose these penalties simply to earn extra money. Based on our experience, that is not the real reason.
This is one of the biggest misunderstandings among tourists. In many countries, "off-road" means driving across open countryside with no road at all. In Cyprus, the definition is much stricter: the moment you leave an asphalt (tarmac) road, you are considered to be driving off-road.
This definition comes from insurance policies rather than from rental companies themselves.
Most insurance policies used by Cyprus rental companies — including Collision Damage Waiver (CDW), Super CDW and similar packages — apply only while the vehicle is used on permitted roads. Once the vehicle leaves an asphalt road, insurance protection usually ends.
Many tourists assume that "full insurance" covers every situation. Unfortunately, this is not how most insurance policies in Cyprus work.
Large companies often operate their own maintenance workshops. If a vehicle returns after off-road use, it may be inspected in detail. Technicians can check:
Some of this damage is invisible during a normal handover inspection but becomes obvious during a professional workshop inspection. Repair costs can easily reach several thousand euros.
Some companies do exactly that. Their rental agreement may simply state that insurance does not apply outside asphalt roads, and if the vehicle is damaged, they calculate the actual repair costs and charge the customer accordingly. From a legal perspective, this is often permitted — but we believe customers should clearly understand the financial consequences before making that decision.
Instead of leaving customers uncertain about possible repair costs, we clearly explain our off-road policy and specify the contractual penalty in advance. In our opinion, transparency is better than surprises. Customers know exactly what the consequences may be before signing the agreement.

The main objective is prevention, not income. Several years ago, when penalties were much lower, we observed a recurring pattern: because renting a buggy designed for off-road use costs more than a standard car, even after paying a small penalty, driving a normal rental car off-road was still cheaper. As a result, some customers knowingly accepted the risk.
A penalty that is too low simply fails to discourage unsafe behaviour — and leads to more damaged vehicles, more accidents and more dangerous situations.
Many of the prohibited off-road routes are among the most dangerous roads in Cyprus — including parts of the Akamas Peninsula leading towards the Blue Lagoon and remote coastal tracks. Over the years there have been serious accidents on these roads, including vehicles leaving cliff edges, severe injuries and fatalities.
When a tourist is injured, the consequences extend far beyond vehicle repairs — police investigations, insurance disputes, regulatory inspections and lengthy legal procedures. Preventing customers from entering these dangerous areas protects everyone involved.

From our own experience, just two or three serious off-road trips can create repair costs that require major workshop maintenance.
We analyse our long-term maintenance statistics, estimate the average repair costs associated with repeated off-road use, and distribute those costs across the expected number of incidents. The penalty contributes towards increased maintenance costs and, more importantly, makes it financially unattractive to misuse ordinary rental cars instead of renting vehicles intended for those routes. The goal is not to punish customers — it is to encourage safer decisions.

For most rental companies, any road that is not asphalt — including gravel, dirt, cement, rocky and farm roads — is considered off-road.

One of the biggest misconceptions about car rental in Cyprus is that off-road penalties exist to generate extra income. In reality, these policies exist because off-road driving creates three major risks: insurance may no longer apply; vehicle damage becomes far more likely; and the safety risk for drivers and passengers increases dramatically.
